EN And, indeed, there is a powerful strain of civic responsibility at work in American communities, first commented on in the 19th century by the French historian Alexis de Tocqueville, which has made it possible for government to spin off many of the functions it performs in Europe to nonprofit or religious organizations, whether in the shape of hospitals, soup kitchens or shelters --in a form of mixed partnership.
GL En realidade, a sociedade estadounidense sempre amosou un sorprendente sentido das responsabilidades cívicas, fenómeno que Alexis de Tocqueville foi o primeiro en analizar a comezos do século XIX. Este feito permitiu que o Estado abandonase moitas das funcións que asume en Europa, deixándoas nas mans de organizacións sen fins de lucro ou relixiosas, segundo unha especie de colaboración entre o sector público e o sector privado. Este sistema aplícase a hospitais, centros de asistencia, comedores de beneficencia ou asilos nocturnos, por exemplo.
